So yes, Warframe is about choosing what to prioritize when modding, but if you don't have enough space to start with, you really don't have any choice. Healing Return doesn't require heavy attacks but it is heavy on the mod drain and will heal for less per hit compared to other options. The lifesteal is reliable, the slow is superior than what you would get with Creeping Terrify, and it makes Terrify's multiplicative proc a whole lot more reliable to cast.
